The History of the Texas Lottery
On May 29, the Texas Lottery will formally commemorate the 30th anniversary of its founding, capping up a yearlong celebration.
When then-Gov. Ann Richards purchased the first lottery ticket in Texas on May 29, 1992, at Polk’s Feed Store in Oak Hill, she did it 47 days ahead of schedule. The ticket was a $1 Lone Star Millions scratch off.
Texas residents bought 23.2 million tickets during the Texas Lottery’s first 24-hour period, breaking the previous record for a first-day sale. In the first three hours of ticket sales, the Texas Lottery recovered its beginning expenses plus interest.
The Texas Lottery has been commemorating “30 Years of Winning” during the last year with a variety of promotional activities, as well as monthly content and giveaways on its social media platforms.
In addition, the 30TH Anniversary scratch ticket game was released in April 2022. It offered more than $24.9 million in total prizes, including five $100,000 top prizes and more than 217,000 prizes between $30 and $300. The game is now offered everywhere scratch-off tickets for the Texas Lottery are sold.

Biggest Texas Lottery Winners
Eliberto Cantu – $177 million, March 31, 2017
Abernathy native and 71-year-old construction worker Eliberto Cantu won $1 million in the Mega Millions lotto after convincing a coworker to stop for gas on the way to work so he could purchase a cup of coffee and a ticket.
As soon as the lottery was legalized in Texas, he began buying tickets. If I knew him, I’d bet on his playing on. Rodrigo Cantu, the elder of the two, claimed his father’s 30-year habit was impossible to overcome. When the winning ticket was finally cashed in Arkansas, it became the greatest jackpot victory in the history of the state.
Alfredo Ornelas Barragan – $145 million, June 19, 2004
Winner of the $145 million Lotto Texas jackpot on June 19, 2004: Alfredo Ornelas Barragan!
Lotto Texas jackpot winner Alfredo Ornelas Barragan, a “publicity-shy El Paso guy,” showed up to the Texas Lottery Commission’s headquarters to collect his $145 million.
A lottery employee said, “He’s extremely calm yet wants to get the award claimed.” After paying taxes, Ornelas Barragan’s IBO Management firm, which he created, received $61.9 million from the $82,569,717 cash value option of the prize.
Ornelas Barragan expressed his gratitude to God for this blessing. With God’s assistance, we’ll put this award to good use, but we’re really anxious about it.
